Does DC own the characters they created for the Atari Force Comics in the same way as Marvel retained the rights to the Micronauts characters created for their Micronauts series?

No Dc does not own the characters. Dynamite Entertainment has the publishing rights to Atari. They are publishing some series based on the games and sometime in 2018 they are suppose to be releasing trades/hardcovers collecting the Atari Force run. It is suppose to start with the mini-comics the came with the games and move on to the DC series. I hope it is popular enough to have new stories of Atari Force.
