I need to do some more thinking about her and story ideas that would work.
Calendar Girl has never been more relevant than right now. That scene in her episode in which a sleazy Hollywood guy tries to make the moves on a young wannabe actress was surreal to see in an animated show from the 90's. And some of her lines are so quotable "Dinosaurs are billions of years old and they get to appear in blockbusters. Isn't it unfair?". XD She needs to appear. Great potential.

Not a villain, but the Gray Ghost appeared in Stephanie's run as Batgirl.

IIRC I think she was just a one off.

She also dives directly into one of my pet peeves of supervillains going barefoot.

I can't recall any of the other ladies that have besides Roxy and Harley. Not Red Claw or Phantasm, I believe.

(Aside as he's not a female character: I want to say Lock-Up first appeared in BTAS before the comics.)

Definitely something to say with her in our "post-"Weinstein and Spacey world.

Catwoman had a few new female foes in her Dixon/Balent+ run.

Major Hoy already mentioned Zephyr, but does anyone else remember the short-lived villainesses She-Cat, Cybercat, and Morella, the leader of S.P.I.D.E.R.?

Out of all of those, I'd most like to see Morella and SPIDER come back and be reimagine. One personal reason - I LOVE AN THEMED EVIL ORGANIZATION.

Seriously though, I'd love to develop a story about an all out war/team-up between some of the sinister global cabals in the Batman mythos (League of Assassins, Kobra, Leviathan, School of Night, SPIDER, etc.) and their costumed members.

Another cipher character that be good in and around Gotham is a Nightwing villainess named Hella. I think she only appeared in one annual way back in the 90s.

Magpie, especially if she's similar to her Beware the Batman look/characterization (which I quite enjoyed). Also I agree with those who say that she could be a good foil to both Batman and Catwoman.

Don't forget: Zephyr could fly! It was her only power. Flutterby would have been a better name for her.

I remember She-Cat; she changed her name to Alley Cat. I also remember Morella.

The Society for Political Instability and Diverted Economic Resources also known as S.P.I.D.E.R.

    S.P.I.D.E.R. Operatives:
    • Morella - The albino leader of S.P.I.D.E.R.
    • Spider - A hulking muscular operative of S.P.I.D.E.R..
    • Widow - An acrobatic operative of S.P.I.D.E.R.

I grant you that the group has a good name but Morella was the only interesting characters…and she does need to be reimagined. I read those issues with anticipation and vaguely recall being unimpressed.

Red Robin also had spider- themed villains:

The Council of Spiders was a team of expert assassins and meta-humans.

    Team Leader(s):
    • Wanderer (♀)
    • Webmaster Silk

    Current Members:
    • Sac
    • Widower
    • Goliath
    • Wolf
    • Funnel (♀)
    • Tangle
    • Recluse

As I recall, there designs were uninspired and, again, the individual names leave something to be desired…and so does the team name. A group of spiders is called a cluster or a clutter. With the Council of Owls, we do not need another Council.

I disagree that it "fit her character." Also she had very little character anyway, and it just looked hideous and stupid overall.

    Taken from DC Wikia.
Lock-Up was created for the television series Batman: The Animated Series, first appearing in "Lock-Up". His first full appearance in the DC Universe was in Chuck Dixon and Graham Nolan's Detective Comics #697 (following a cameo appearance in Robin (Volume 4) #24).
