Stomp for Mongul. I think (outside of For the Man Who Has Everything) he was generally considered on a par or above PC Superman in strength, had potent energy blasts, had some degree of telepathy, and had superior technology that he could use to (for example) shrink Hulk and trap him in a dimensional inversion cube. PC Superman wasn't splattering him with his hits either, so I don't know that Hulk could even hurt him.
