So Vulcans ability is manipulation of all energies. We have seen manipulate physical energies. A wide array plus spiritual energy, and if I recall correctly magic too.
So given this information should he be able to control the weather?

He can't die he was pure energy the last we saw him and reformed his body. He was lost in the "fault" but Blackbolt returned

Controlling weather is all about manipulating air pressure and direction, temperatures and humidity levels, not just throwing lightning or manipulating energy. It really doesn't seem like something in his wheelhouse. He's already stupidly overpowered, no reason to throw yet more in his bucket.
