Based on those panels, I'm guessing Clark sends Jon and Lois away with Jor-El. I highly doubt its a flashback from the Oz Effect. Jon looks upset and that would fall in line with him not wanting to leave his dad when he's in trouble.
I'm not upset that he's showing up again. The whole Oz thing was executed badly but at the same time received no closure. I'm not the biggest fans of things just being completely dropped and forgotten even if I'm not its biggest fan. There's precedence for him to show up again.
