Oh, I have no idea. I'm just speculating.
The only thing that readily comes to mind for why Jon would be off-limits is either because the new editors don't want to deal with the hassle or Bendis doesn't want to share. That or no one else wants to write Jon at the moment. Or something happens to Jon in Action 1K (or soon thereafter) and any solicits for future books would spoil the surprise.
Same thing happened with Aqualad when the New52 started. Lobdell wanted Kaldur for his Titans book, but Johns (who was writing Aquaman) said no, even though he wasn't using Kaldur at the time (and would never get around to it).

Since Tomasi has expressed a desire to write more Jon I'm going to speculate that Bendis doesn't want to share for some reason or other. Maybe something actually does happen to Jon and he wants time to resolve it for the sake of consistency before allowing other writers to use him. He does seem to be doing that with Kara. I rather suspect that Bendis and DC may be attempting to get Jon's fans and Kara's on board his books for sales reasons and that might also be the reason their other titles were cancelled. I know in Super Sons case sales had nothing to do with its cancellation. I've no idea of Supergirl's sales figures though.

We won't know until we see where Jon ends up, but I wouldn't be surprised if they wanted to make sure the entire Super family was under Bendis' pen. At least long enough for Bendis to establish whatever status quo he's going to be establishing anyway.
But for all we know, tomorrow DC will announce a new Young Justice title with Jon.

To me, its either that he's in a launch title not quite ready for announcement, or they're waiting specifically because he's in some sort of bind for Bendis' story that requires him to be temporarily in a state that precludes him just being out and about in the greater DCU. In which case his title will wait for the next wave of this New Justice League initiative, as I'm personally calling it.
Obviously the latter scenario is still a bit of a bummer for those who won't be reading Action/Superman, as you'll have to wait, but it shouldn't be too terribly long a wait, worst case.

The solicits do talk about the Planet staff not knowing where Lois and Jon are. It's entirely possible that they're just unavailable for right now (undercover? Kidnapped? Off-world?), and Jon will be showing up in another book in six months, once things get resolved. Because obviously the kid isnt going anywhere, and we know Lois isn't either.

Well for what its worth I hope you and the others are right and that there is some other book on the horizon for him. Also for what its worth I will be lurking around in order to see what you guys and gals think of Bendis on both books. Depending on what people say I might not be out of luck after all. Stranger things have be known to happen.

Finale of Metal is out

At the end of the issue, the source wall is opened affecting several parts of the DCU. Since the events of man of steel apparently spin out of metal, maybe the new villain Rogol Zarr comes from beyond the source wall and that's why he is just appearing? Can't think of any other reasons the story ties out of metal besides that just being a mistake in the trade description.
How much "BatPorn" was in this issue? Is Batman now responsible for the creation of the DCU? It's become a joke what Snyder's done with the character. It sells well and gets a lot of buzz, but so did the Bayformers movies. When will get a universe-changing crossover with Superman at the heart? I'm guessing not anytime soon.

Regarding how Metal could have affected Bendis's run, spoilers:end of spoilers
the end implies that the Justice League being involved with the recreation of the cosmos unwittingly altered some things based on their subconscious, which could easily play into the new threat.

Not really at all; he gets a big focus scene around the midpoint, but it involves fighting a ground-level aspect of the larger threat with help, and the victory is a Justice League victory where he's just part of the crowd. Superman gets less attention, but he does beat the Bat-Doomsday of negative Earth-1 - who killed his Superman effortlessly - with one punch.
I...don't believe the Michael Bay Transformers movies have ever gotten anything like positive buzz in any noticeable quantities, dude.

Yeah, I was gonna say, this is basically a Free Pass card for literally every book at DC comics. spoilers:end of spoilers
Funny how everyone was assuming Bendis would be the one to retcon or reboot, but Snyder come along and basically--in the most overt "yes, this is totally set up for stuff" sort of way that I smiled while reading--does it. So much is on the table now in terms of what writers can add to their books. It's all based on the subconscious of the League members, and if some writers catch on to that we could see some fascinating exploration of our League in their solo books.
So, yeah, wow. The new status quo in Man of Steel spinning out of this basically leave room for anything.
