Barry is an interesting case. In the Pre-COIE continuity, he was the first Flash of Earth-One, but not the first Flash in the Multiverse (or in publication). Post-COIE, he was the second Flash (and thus, a legacy character). New 52, he was once again the first Flash, and until Jay reemerges permanently, who knows?

To me a true legacy is one that picks up the mantle left behind by another. That is why I don't count the Green Lanterns since that is a job or a silver age character taking on a golden age name.

For the most part I hate the whole concept of legacy heroes. I liked the pre-crisis set up-every twenty years the heroic age started on a different dimension. DC could of had an Earth that was starting to have superheroes appear. By combining all the Earths into one has made their universe feel really crowded and the heroes are completely redundant. Does the Justice League need two Green Lanterns? Does the Earth need more than one Flash/speedster? Of course every version has their fans, and they need to appease all those fans. I just think they went in the wrong direction all those years ago.
