I'm assuming it's from the 80s or early 90s. I believe it may have been an annual of some kind, but it had a story where Captain America gave a rundown of each member of the Avengers up to that point and assessed them.
Does anyone per chance know the story I'm thinking of?

in Avengers Annual #18 Captain America did an "Avengerability Analysis" where he ran down various Avenger's strengths.
