He is seeking to exploit the natural resources of a nation he believes he can bend to his will. He isn't part of a concerted effort to subsume that part of the world as part of an empire, but he is tied up with the whole Nazi thing. So he is pretty much a comic book bad guy with an exploitation angle. The Nazi's are hardly a good way to put up a mirror to European or US colonial attitudes, even if they could be used that way they are painted as straight forward evil and other.
Is he a colonialist in the movies? He is more of a criminal opportunist.
