I dont think Prometheus and Midnighter are leaders but they're definitely tacticians. I guess tactics itself is a broad category. I was mostly focused on the combat aspect, you know finding weaknesses of your enemies and manipulating them to get the desired results.

Yeah but Tim is a masterful tactician in that he's not much a fighter--he calculates and studies his enemy and every situation. He's a genius therefore knows how to plan ahead and come up with steps to defeating someone or overcoming any obstacle. A tactician doesn't need to be a skilled combatant, just someone smart enough to understand their enemy and adapt to any situation.
