No she has not. Storm's skin color has been inconsistently drawn since her inception. You know she does not ALWAYS have the same skin tone

SKIN COLOR has always been inconsistent for ALL CHARACTERS.

COLOR has always been inconsistent in the comics medium.

She looks pretty dark there. Not being as dark as BP does not make her light skinned. Like I said, I'm a few shades lighter than Lupita Nyongo, but I'm still considered dark skinned.
