Out of all the Star Trek shows, the original series had the best over-acting. But the other series all tried their best to compete with some pretty hammy acting of their own.
Sisko was not afraid to get his hands dirty if it got the job done. Yeah he did some shady ****, but it did help win the war and save lives. Picard or Janeway would have lost the war if they had been in his place because they were just so rigid when it came to their beliefs. Kirk on the other hand would have been just as shady as Sisko if not more so.
Religious icon struggling with his own faith and that of the Bajorans in him, captain trying to maintain his morals while trying to fight and win an ever worsening war, single father raising and maintaining a healthy relationship with his son, man looking for love while healing from his wife's death... Sisko was the most complex captain and one of the most complex characters period.
...and if you have to do horrible things so that billions of lives can be saved, what's the problem? Morality does nothing for the dead, and Sisko never enjoyed any of the dark things he had to do.

I was always sorry that one of the feature films didn't include him.
I think when TNG was in development, they considered bringing back Mudd in some fashion, but Carmel's death kind of put an end to that idea. (Although eventually of course Rainn Wilson appeared as a younger Mudd in Discovery).
I think a few of the movie-era TOS comics and novels also brought back Mudd as well.
