I agree that half or less of the team should be permanent, with maybe even the writer trolling the readers by almost killing one or two of them every now and then.
And the other half should be more expendable minor villains or forgotten, obscure heroes, with a high risk of being killed. Although, I wouldn't kill them all off. Build tension by having only one or two die during major missions and send the survivors off into the sunset with a new lease on life and a chance to be reused later.
Only thing worse than having a group full of 'can't be killed' members, is having a predictable assortment of members where you know who will die because they're not the core members.
With that said, about six to eight members, depending on the mission sounds about right, so I'd also go with a core group of four.
However, I'd also have some reserves to help fill out the team whenever the main members get injured.

I think the constant threat of death is a SS motif that can be sunset. "Suicide" can be implied by their haphazard and impulsive behaviors.
