Storm has no defense. She can easily lose a quickdraw to an ordinary thug with a gun. The only reason Storm has survived this long is that she tends to have a team running interference for her, and she doesn't spend much time around folks with guns.
Doom has plenty of defense. He has high-tech armor, plus a force-field. So Doom doesn't even need to win the quickdraw, he just needs to hang on long enough to destroy Storm in dozens of different ways. Doom can easily kill Storm using the weaponry in his armor, his sorcery, or even the sidearm that he usually uses to dispatch his own lackeys when they fail him. She is that helpless against attacks.
How quick is Storm? Nothing special. Here she is getting slashed by a kid with a knife:
Nah, she's got defenses. She has used wind shields to block bullets. But she doesn't have anything automatic like Doom does, which is why she is one of those glass cannon quick draw types. (With Storm fans then making weird arguments that she can act without thinking.)
Unless that random punk turned to have some sort of relevant superpower, a former street thief that had spent years getting melee training from Wolverine and having more than a few examples of at least decent street level superhero combat (and some inexplicable, but surprisingly consistent high melee feats) getting completely blitzed by Random Goon #4876 who she was actively observing seems like a major outlier.

He has tech and magic, doesn't matter how fast Storm is she has no real physical defense and absolutely no defense against magic.
She's a glass cannon and Doom pretty resourceful and fast. Not to mention he's basically immune to elemental attacks which is all Storm has.

This comes down to the fact that Storm can't really kill Doom
Doom can kill Storm really easily.
Let's just say for sake of argument, Storm DOES have an advantage. She CAN create storms on a cosmic level and doesn't need to think about it.
She only has those abilities as long as Doom let's her have them.
First he has devices that just plain shut off mutant powers. He flips a switch of pushes a button BAM! Storm is just a street thief again.
Now let's say he doesn't have that handy. Storm has got the drop on him, she's winning, his armor is taking a pounding and she's about to win. It's never going to happen, but let's just say that. Ovoid Mind Transfer. Now she's stuck in battered armor she doesn't known how to control (and that has failsafes to prevent her from using) while Doom is attacking her with her own powers and body.
Or there's all the 2nd Place Sorcerer Supreme stuff he could do.
As mentioned, no way Storm is winning against Doom with the magic and tech he has on his side.
Storm goes to Omega Level.

a) That’s not a standard version of Storm, and she looks seriously amped.
b) Doom survives even that attack, albeit with a struggle. Storm couldn’t survive one of Doom’s attacks, so even if they attack at the same time, he wins. She’s still a glass cannon.
c) That wouldn’t stop the Ovoid mind transfer.
So even ridiculously-amped, non-standard Ororo loses.
