Comics and the movie are different divisions. If you are talking about movies and strictly revenue, then yes. This forum is for comics. Black Panther for example is gold in the movies, the comics not so much.

If we keep in mind 616 Comics, Thanos has had a fairly mediocre decade. There have been some miniseries here and there but nothing on the scale of The Infinity Gauntlet.
The biggest event storyline of the 2010s was Secret Wars 2015, and this is what happened to Thanos there:

Even in INFINITY, most of the attention was on the Black Order and the Builders. Thanos attacks Earth because the Avengers aren't there so it's not like he's an ultimate enemy there. He just makes hay while heavy hitters who have his number are away.
The Thanos in the movies is mostly based on Starlin's take on Thanos in the '70s in Silver Surfer comics, Captain Marvel culminating in INFINITY GAUNTLET.
So Thanos being big in the movies only vindicates the legacy of Infinity Gauntlet as one of the major comics of the '90s and nothing else.
OP doesn't specify comics only. For that reason, it's gotta be Thanos. The last two years solidified him as the 'villain of the decade'
The biggest Marvel event of the decade was Infinity War and Endgame so the main villain of those gets the dub

This happens to be a Comics Forum, with Marvel Comics as a Sub-Forum, so it's a given that this is referring largely to the comics.
There happens to be a Media Forum on CBR Community which discusses movies and adaptations there. That is the appropriate place for adaptations.
And even then, Joker is probably the biggest villain of this decade as he was in 2000s. Unlike Thanos, Joker headlined a movie with his own title, and in terms of budget and profit margin, was more profitable than Infinity War and Endgame. More than that, Joker had appeared in the mega-successful Arkham City and Arkham Knight video-games as well as Injustice comics and games. Meaning he's been far more lucrative in the decade across all media than Thanos has.
And remember the Thanos people like is Infinity War and not Endgame. Everyone agrees that Thanos was more impressive in Infinity War than in Endgame in terms of characterisation and personality.
Off the top of my head: Doctor Doom, Gorr the God Butcher, Cul, The Black Order, Doctor Octopus, Nimrod, Hydra Steve Rogers & the Phoenix Five.

There has been talk about other media in these forums in the past. It is a Marvel forum focused on the comics but there has been discussion of movies, tv shows, and video games here. And if you wanna argue Joker was the bigger villain, cool but he's not Marvel
