What are the lesser know or forgotten DC villains that you think should make comeback? There are tons that were used once or twice and then just never touched again or ones that have just not been used in a long time that could be very cool if they are dusted off and brought back.
The one that I had not thought about in a long time I was reminded about when listening to Jason Inman's Geek History Leason about Green Lantern and that is Legion. Legion was all the souls of a warlike bug race contained in a huge metallic body. They were a race that started to expand all over until the Guardians and their Lanterns drove them back and imprisoned them on their homeworld. They continued to use up all the recources of their world until they were heading towards extinction and came up with the way to download all their souls into the Legion body so they could get revenge on the Green Lanterns and the Guardians. In the post Crisis origin of Green Lantern it was Legion that mortally wounded Abin Sur that led to Hal getting his ring.

When the SHAZAM franchise gets more activity again I'd like to see all the Fawcett villains back in force.

The golden-age villains of Flash, Green Arrow, Green Lantern and Hawkman. (Quite a few of DC's golden-age villains should be given another thought.)

Maxima could use a reinvention and a new, less sexist backstory/motivation. The DCU is also a bit lacking in super-powerful female villains.
Evil Star had the briefest of teases only to lead to an off-panel mission for GL, but I always thought he was kinda cool with his little Starlings and had a lot of potential to be brought into the modern day. And he's a world-killer level of power, and GL needs more of those who aren't part of some lantern corps.
Red X needs to make the jump from animation to the comics. He could be a rival for any of the Robins. Robin doesn't usually have his own enemies not related to Batman, so that'd be cool.
