This is kind of the definitive case study in this.
Phoebe has higher durability being that she is effectively living flame rather than an actual human. Elsa is conventionally human so she won't survive even a glancing hit.

Not to mention, Phoebe is just straight up more powerful. Elsa at her best isn't coming near the Ice King. The only real 'up' she has is creating life.

Yeah, Phoebe going out of control was in danger of doing significant damage to the planet. That's a cut above Elsa.
