Default Question about Harry Osborn and the goblin formula (spoilers for new readers)

So way back in Spectacular Spider-Man 186-188, we see Harry taking the steps to attack Peter again. At the end of 188, he is seen bathing in the goblin formula. Of course we are led to believe that the formula poisoned him and that's why he died in 200. However, when he returned during Brand New Day, its said that he was sick from drugs. What happened to the formula and the attributes it gave him?
And another throw away question; if he gained his strength and what not from bathing in the formula, how was Peter not affected when Norman and him fell into a vat of the formula during that goblin arc by Paul Jenkins?

BND was a reset that nullified all previous Harry material.

Dig the history I laid out here.

The explanation for his return is that the formula didn't kill him in Spectacular #200; it left him in bad shape, at which point Norman Osborn secreted him away.

The formula still poisoned him. It might've been referred to as an overdose as that's a simpler explanation for newer readers.
    Sincerely,
