Very doubtful. According to the writers, it was inspired by a Blade Runner poster, and the first script for it had been written in 1981, 5 years before TDKR. Robocop himself was also apparently inspired more ny Rom and Judge Dredd.

From what I heard, the film as realised by Paul Verhoeven was quite different from what was originally envisioned by the writers, so I guess it's possible Paul Verhoeven added some of that 80s satire that's so rich in both TDKR and Robocop. That said, I'd have thought the dates were too close together for it to be that likely.
