On the issues of Wonder Woman using the lasso to "control" someone bound by it and someone being able to release themselves from the hold of the lasso: I'd go with something akin to lifting Thor's hammer. It has no power over someone who is completely innocent/honest. But then the wrinkle is that if someone is like Maxwell Lord, it becomes a liability to compel someone who is thoroughly unapologetically evil. Could make for a good story device.

WW's lasso should be telepathically controlled, and if she could morph the lasso into any weapon that can fire thunderbolts even better.
