Outside of that issue where the Sentinels scan and classified him to be a mutant I can't find any other issues that to support that... Although, I am willing to except that his genetic structure was altered via the Cosmic Cube which provide him with a facsimile of an X-Gene (not unlike Mimic) making him a mutate as opposed to being an actual mutant...

Oh that retcon sucks muchly, I always remember him as a mutant...... Low level or not and sure nothing to do with his physical strength and skills while flying but this ruins the character for me.
Missed where Cloak and Dagger were retconned as well but then some poor writer made Wolverine (and a bunch of others) a mutant branch of dogs or some such awful writing so I guess I shouldn't be surprised.

Cloak and Dagger were confirmed not mutants by Dr. Nemisis after leaving Dark Xmen, Cloak wanted to bail anyway but Dagger liked being an Xmen but chose to follow Cloak into limbo. It was lame it would have been cool to keep her around for awhile.
I love Falcon! He's one of my favorite Marvel characters. In the 80's when the Secret Wars toys were out my parents bought me Falcon and I could't get enough of playing with him as a kid. I love his partnership with Captain America. I am not crazy about the hard light wings he currently uses, and I like the jetpack idea a little better. I think it would be cool if he was exposed to the terragine mists and grew red wings on his own, or if there was a storyline where his hard light wings failed and Angel saved him by giving him some of his blood that triggered him to grow a pair of his own wings. I Love his classic costume and he's proof that you can be a popular minority character who doesn't have to take someone else's imagery. At first I was upset at him replacing Cap because I thought Marvel was going to kill Steve Rogers. Then someone told me that Cap has the super serum taken from his body and co no longer be CA physically. And since Falcon is one of his best friends, it just seemed like a logical thing to do. Anyway, I love Falcon!
I think they will not make him a mutant.
Nothing against mutants or the X-Men but I don't think he should be for these reasons.
1) He got his powers from the Cosmic Cube
2) The mutant aspect was a bad silly retcon
3) I really don't think he would ever fit in with the X-Characters as a whole. (too much drama for Sam)
