My vote is obvious.
Dick Grayson
Wally West

I voted but the poll was a tad bit silly.when has Wally ever LEAD the TITANS.everyone always think NIGHTWING when thinking of the TITANS.
Dick went from Robin to Nightwing, with only a few temporary shifts as 'Batman,' since he was never going to take over the mantle of Batman. He (or the writers, more accurately) recognized that the box he was trapped in had no way out, and so busted out sideways, forging a new future for him other than spending seventy years as a kid, waiting for Batman to grow old and die.
Wally, unfortunately, went from Kid Flash to Flash, and while that was amazing, Barry came back after two decades or so, and suddenly Wally didn't have a place to go, as he hadn't forged his own Flash-independent identity.
So Dick, really. He's the one who escaped the curse of being a sidekick and 'heir' to a king that will never die.
Dick Grayson.
For a long time there, Wally was part of the Justice League in different forms, whereas Dick has always really been a Titan. Further, while Wally replaced his mentor for decades, Dick has always been Nightwing, except for short stints when he fills in as Batman.

I think we'd all love to see a team-up story with Dick as Batman and Wally as the Flash. It's surprising that it's NEVER happened, though there were opportunities during PRODIGAL in 1994-1995 and in the aftermath of BATMAN RIP.

Dick, Wally was hardly in Titans.
Also Nightwing is recognisable for casual fans, while telling apart Wally's Flash from Barry's Flash is not as easy.
What more I think Nightwing represents what the Titans should be striving to be. Heros trying to make their own way, forge their own paths, and not just be the next generation in line. Now there’s nothing wrong with legacies, at least not in theory. In practice though we are currently seeing the double edge sword that a lagacy can be with Wally.
Even on Pre-COIE Earth-Two, Dick remained *Robin* for the remainder of his life...he didn't take the mantle of Batman.

The trick is too keep Jay around then. Play up Jay as being a bit slower and having less stamina- so Wally comes in as the new JSA speedster. Basically use Earth-Two to give the Titans era heroes a place to be the next Big Guns with the JSAers having mostly Times Past adventures.
