    Someone is going to say you are thinking about powers and stuff too much but keeping stuff within comfortable zone makes stories easier for writers. You have to make stories in a way where people don't question stuff like why does Batwing suit have flight and all the other suits don't? How can superman push a planet but Atomic skull is a challenge? So what is easier give superman a flaw that makes Skull a challenge or raise every villian(or even just multiple) to level of hero who is often seen as the strongest hero in comics? Superheroes get power ups that is part of game. For Batman or Ironman they don't get to keep upgrades, for Superman you give him a weakness that be taken advantage.If you don't you have keep adding guys who are ridiclious powerfully think about when new big time writer take over and introduces new villian what happens to villians at the end of the story.They have be taken of the board instead of assest that can be used frequently. Weaken Superman isn't a always a bad thing considering how high reachs on the power scale at times.

    I think Superman who base power level near the top among heroes and villains (but can be temporarily boosted to his old school ridiculous levels or lower to street level) is a smarter option than one who is always at those ridiculous powerful levels.
    I've thought that something like OWAW would work for Superman. Still very strong by default, but can only begin to approach pre-crisis levels if he sun dips which should be dangerous for him, as in All-Star Superman. I'd say default is capable of moving huge landmasses, like cities, continents, even tectonic plates if he really pushes himself, but he can't move a whole planet on his own, maybe not even a small moon.
