Depends where you are talking about - in the movies proably pepper
in the comics I don't think he has been bank rolling the avengers for a while certainly recently I think the last one to do it was spidey.
Not even sure if he bank rolled the all new all different avengers.

No-one "inherits" the Avengers and Tony doesn't own them, all founders (barring the Hulk) can have a say on the running of the team. If Tony did die, there would be plenty of people to bankroll the team if needed.
Yeah, Tony bankrolled up to Secret Wars. The ANAD team was so low on funds that the team wasn't paid. That's why Falcon, Vision, Thor and some kids were all he could recruit. The secondary teams were funded by Deadpool and Sunspot at that time. After Civil War II, Spider-Man signed up and took over as funder for the main team, which lasted until Secret Empire. Then Johnny Storm took over from both Deadpool and Spidey as the teams' financier (Janet van Dyne probably would've done had Reed Richards not been declared dead causing Johnny to inherit a fortune), as seen in the last few issues of Uncanny Avengers and mentioned at the end of No Surrender. He set up an Avengers Inc investment fund, and it's now that which funds the team.

the Avengers are more like a security company being funded by the merchant of death so yeah they are inheritable lol
I know at one time the Avengers were funded through the Maria Stark Foundation which was a trust Tony set up which was separate from his other bussineses and his personal fortune. The Avengers still had operating capital the few times Tony lost his fortune, so however they are set up it is not directly tied to the state of Tony's fortune.
I think the answer the OP was looking for was Black Panther for both the movieverse for sure and higher probability for the comics.
Probably has something to do with the rage monster thing and how early the Hulk left the team. They'll probably get Bruce's input on things but considering Hulk could smash them if they don't comply, and he may not always be at his most level headed he's pretty much unsuited for the job. Bruce probably could have a say but considering he's the Hulk it's probably not much of a say for safety reasons.
