True, but at the end of her solo story, she joins Gotham Central. You could see it as a prequel.
I think it fits well with Gotham Central. Artwise it's not too far off, and storywise it's similar.
And it's collection nowhere else, here would be the appropriate place.

"Fits well with Gotham Central" isn't quite the same thing as being a part of the massively popular Brubaker / Rucka / Lark run.
Giving it a separate companion TPB collection would be better.

They are only back-up stories. A tpb would be not even the size of 2 issues.
And yes "omnibus" are their to also include tie-ins.
