The earliest female African-American character I can think of is Mari McCabe AKA Vixen, who was introduced in the late 1970s.

If your sister is interested not just in character, but in attitudes and depictions, another character that she might look at is The Whip who debuted in Flash Comics #1 in 1939. Its a case where an Anglo, Rod Gaynor, disguised himself as a Latino, sterotypical spanglish included. Later depictions altered his background to give him Spanish heritage, but I'm pretty sure that's not how he was created.
