I think Conner Hawke sort of falls into that same category as Aquaman's oldest son Koryak in that they are kind of too old to exist in the way the DCU is set up now. Plus they have been sort of replaced by character like Red Arrow and Aqualad so there is no real place for them anymore. They did use a version of Conner in the Earth 2 book, and I would not be against them using him if they ever do a new JSA book as their version of Green Arrow.
There's room for whatever DC wants there to be room for. They haven't been replaced as Connor and Koryak were never 'sidekicks' and again, Connor WAS going to return.
And I'd definitely be against that fake, white, garbage Earth-2 Connor being seen again in any context. But I can rest easy there since A) he died and B) we're probably never seeing that version of Earth-2 again.
Hadn't heard that Percy was planning on bringing Connor back. But what was he going to bring him back as? A 10 to 12 year old who could hang out with Jon and Damian? Because Rebirth Ollie still seems written like a 20 something year old to me, where as pre-New 52 Ollie was written as more of a 40-something year old, aging playboy and was treated like one of the elder statesmen of DC's superhero community.
Plus, if Connor was to be brought in, then where exactly would that have left Emiko...? Or even Roy, when he got face time in Green Arrow's book?

As a Green Arrow fan, I disagree. Emiko is fine and maybe even Roy guess starring every now and then. But if I have to read a Green Arrow book about him AND 3+ of his bow and arrow using younger sidekicks basically being "Team Arrow," then that's a big turn off. It's the same reason Detective Comics being a "Bat Team" book full of multiple, redundant Batman sidekicks didn't do much for me as a Batman fan.

Most writers can't make it work, though, which is the point, and why stuff like that usually underwhelms and fails (ESPECIALLY when it comes to street level stuff like Green Arrow; Green Arrow is no Green Lantern Corps). So as a reader, to me, it's not even worth the hassle of having 5 or 6 characters on one team who basically do the same thing.
That is the crux of the problem. The more knocks off you get the less there is you can do with them. I mean just look at Green Arrow. In the last 20 years you have had:
Arsenal (Roy Harper)
Green Arrow (Conner Hawke)
Speedy (Mia Dearden)
Arrowette (Suzzane King-Jones)
Red Arrow (Emiko Queen)
And that is not even counting Artemis from the Young Justice series that many people want introduced in the DCU proper. When you get a book that has multiple characters who all have the same gimick it gets boring fast. Even back when Waid was writing Flash and using 5 or 6 speedsters per story it got stale quick. I also agree about Batman and his army of sidekicks he has going on now.
Sure you can have mutliple versions of the same basic character running around, but why would you want to? In the end it just ends up giving you a watered down whole. Instead of having one or maybe 2 really great versions you get 4 or 5 "meh" versions with most just waiting to become cannon fodder in some future event book.

Hell, even if you just look at the convoluted Robins situation, they made Dick a completely different hero who can operate independent of Batman on his own, made Jason a gun toting Punisher type (albeit toned down now that he is a full on hero), and reduced poor Tim to just an insecure, unsure, clumsy tech guy who spends more time behind a computer than fighting hand to hand in the field, and Damian is---well---Damian. The Robins (and by extension, the rest of the Batman sidekicks)---as much as they have gone out of their way to differentiate them all--are a complete an utter mess, ESPECIALLY when they are all featured in a story together (Batman Eternal, Rebirth Detective Comics). The 5 or 6 Green Arrow sidekicks/legacy characters are even less differentiated than all the Robins and all the other Batman sidekicks, so who on Earth would go out of their way to read a book that's overcrowded with all of them at once?!?
