I'd honestly rather have Shazam team-up with Booster Gold and Blue Beetle again for a more lighthearted book in the vein of JLI. Throw in Element Woman and you have a fun team.
Black Adam is too much of an antihero to be anything more than an occasional ally. I could only see him leading a new Authority-like team.

I can see them appearing but I don't think they would fit on the team.

Right now Billy needs to get re-established in his book and Black Adam is too much of a powerhouse for the group in my opinion.

For me it would be Rosabelle Mendes aka Pantha. A Mexican Indigenous woman, Rosabelle is a werejaguar, a demigod race of sorts with connections to Tezcatlipoca. She'd have a rivalry of sorts with Aztek due to their respective patrions, Quetzacoatl and Tezcatlipoca.

I'd also give some divine origins to M'Bulaze aka Impala. Maybe make him some god connected to Zulu myth to differentiate him from other speedsters.
