It was explained in Avengers No Surrender #684.
Al Ewing was also one of the writers for that event, and it's surprisingly good.

Just one more day until the first issue. I might actually try and go to a comic shop to pick this one up (usually do digital). I've avoided most previews in hopes of reading this with fresh eyes.

The teenage girl got shot and killed as per the preview post.

But just from what the style of the writer in the description of the horror concept, this should be the “Horror Hulk”. It reminded me of the stance Bruce Jones took - Bruce Banner was the subject, and the Hulk was only let out on odd occasions.
