During DC Fandome Johns said he wanted a more grounded, down-to-earth story so he was ditching the leads from Darkseid War and The button. That is also why the Three Jokers are just three different guys after taking a dip in chemicals than parallel earths versions or something. Also yeah, both him and Fabok have said multiple times that they're going to leave stuff here and there that other writers can pick up if they want but otherwise, Three Jokers is entirely self-contained.
That's two stories in a career that spans two decades, plus, we're talking of a man whose claim to fame was getting a bunch of B and C-listers maimed/killed during Infinite Crisis. Expecting something silly from the man in a story focused on the Joker of all the characters is an optimism that borders into delusion.
I thought his Joker was rather darkly funny in Doomsday Clock

do not remember in which interview it was clarified that the three Jokers ARE NOT GOING TO INTERVENE WITH THE CANON, personally if I would like a Jay / Barb scene and for me it would make a lot of sense, the pain, the adrenaline of both makes a lot of sense that they can fall in an understanding. And I hope they do have something between the two of them.
