Two-Face - slippery slope
The Court - upper class corruption
Penguin or Falcone - when all criminals answer to them

Prometheus needs a good, serious story arc and needs to not job. Even Scarecrow had Fear State.

After Joker I always thought it would be a tossup between Ra's, Bane, Riddler, and Penguin, they have such iconic moments with the Dark Knight and not in comic media. But Batman has so many iconic foes it's hard to keep track of them all to determine who's at the top, when Joker's not around anyway.
