Bruce had the powers of God but no wisdom or mental speed for it.

God powers, but still mentality of a stupid feeble mortal.

Bruce increased his physical/mental speed to the point where he could respond to millions of prayers in a very short period of time. Combine that with pulling the Moon, effortlessly creating and erasing stars, and a host of other esoteric abilities (e.g. granting prayers/wishes like a genie, meteorite impact on command, etc.), Bruce is way out of the Mask's league. Honestly, Bruce could just transmute the Mask's mask into anything that makes Ipkiss powerless.
