Doom slayer rips.
Way too much firepower. especially if its in some kind of open no cover setting. In combo with his weapons his demonic runes also give him ridiculous buffs. He can cheat death twice, he has infinite ammo, another gives him in-air maneuverability.
Steve has no margin of error. Slayer pulls out BFG at the start of the fight, and turns Steve into dust.

Reboot bare hands vs Cap bate Handed, think Doom Slayer takes it.
IMO the most MCU Steve would be able to push is a draw with Classic Doom Guy.
Classic Doom guy's durability is less than Doom Slayer's, but he's faster than him. Also his BFG is better than the 2016 version. MCU Steve might be able to lop his head off quickly with a shield throw, but I have no idea how he'd avoid the BFG fire without getting fried by the either the 1st shot or the 2nd wave of energy.
New Doom Guy regenerates from melee kills, can jump and in new game climb like spider man. Classic has run speed to dodge the fire ball projectiles, but well less mobile.
Not to mention that it is possible that 2016 Doom Marine is the same Doomguy as the one from Doom 64.
In Doom Cannon as if reboot Hell is a huge ass place and it is invading multiple universes at a time meaning there are actually multiple Doom Guys and the Doom Slayer in reboot is the last elite guard warrior of a apparent reality that had magic ( Classic Doom Guy was a marine punished tongo to Mars for beating up his commanding officer. Did not want to shoot unarmed civilians.)
