batman beyond justice lords question

so I just watched the justice lords episodes from the justice league animated series, prepping for the new stories in beyond, but feel like I am missing something.

have the justice lords appeared before in comics, in some of the batman beyond comics?
if someone can point me to the right issues I would appreciate it (and quick trip to the comic shop would be in order)

No they weren't in comics first. The closest thing would be the Crime Syndicate.
