I think it is Batman: Hush. If so, the artist is Jim Lee.
It is from Batman: Hush, and indeed it is Jim Lee. First chapter of the story.
Hush is a good story to get into the Batman univers. But once you get to read more Batman you'll see that it's not a very good story.

Hush is very popular. Should be easy to find the complete story in trade paperback or even the new 15th-anniversary deluxe edition hardcoverthat has Batman and Catwoman on the cover.
