I think she succeeded at that
I think Tier is a great "legacy" caracter if at some time some writer decides to kill Rahne (when writers use her, they make her life miserable, so killing her may even be mercy)
The romantic relationship of Rahne with Asgardian wolf gods goes back to Claremont, and Tier is a demigod with superhuman strength who fucked up hell lords pretty badly before Strong Guy murdered him, he doesnt have the "underpowered" problem Rahne has.
