Failing to actually introduce them in prior movies you would have to do what the Suicide Squad movies did (man, these franchises just can't stop being compared to each other) and introduce them and their backstories into the movie if you wanted the classic T-Bolts roster.

Not 100% obviously. They could have come close if they had actually introduced more (surviving) villains in the movies, but that obviously did not happen.

Like, hey, have Spider-Man fight Beetle in a one-off scene at the beginning of his movie!

Moonstone would've been more memorable than Dar-Benn (if executed properly).
