Who is the top Telepath? the best telepath there is in the X-books?

Some people say it is Xavier, other people say it is Jean and other that Emma would beat her.
There are also strong contenders like Exodus, Cassandra Nova or Sinister.

I want to leave X-man out of this thread because while powerful he hasn't been relevant in ages and i think he is still depowered (i maybe wrong with that). Cable and the Cuckoos are out too.

For this thread Jean doesn't have the phoenix but other characters can't count with any power ups or cerebro

Are we defining "best" as strongest?

If so, being the strongest telepath has always been Xavier's thing. It will be interesting to see if that remains true with his new body (although I still think they shouldn't have brought him back).

My interpretation: Xavier>Shadow King>Exodus>Jean>Cassie Nova>Emma>Rachel>Psylocke>Quentin

The others have inconsistent power levels, Quentin is placed low here because although he has a lot of power, he also has the least experience. And really Emma, Rachel, and Psylocke are all about even.

Xavier is the most powerful telepath on the planet according to Marvel and pretty much every other piece of media he's appeared in.

I know that's kind of cheating. But for telepaths, especially for the last couple of years, it's true. Really, is there anything that Xavier has done that Emma hasn't done or Jean or Psylocke or Exodus or Rachel? I there anything that has been consistently shown to be only done by only one or two specific telepaths?

They keep saying that most powerful is either Xavier or Jean, but what we see is that almost every telepath is able to do everything.

Gotta go with Xavier. Jean’s the most powerful psychic all around, but when it comes to telepathy, it’s Xavier.

The problem is New X-Men Jean was boosted by the Phoenix Force. Without the Phoenix Force, Jean doesn't come anywhere near Xavier, Shadow King, Legion, Exodus, Non-PIS'd Emma, etc. I get that many fans like Jean and all, but there should be some honesty when it comes to her showings. When she is possessed by the Phoenix Force, those feats don't count since she is imbued with the power of a cosmic entity through possession.

Without any external source boosting their powers, the most powerful telepath is probably Legion followed by Shadow King/Xavier. No other telepath comes close to these three, to be honest.

FYI...Jean is one of my favorite characters....but I really can't remember her showing incredible telepathic feats without some outside help.
