I put Ultron above Stark because he not only achieved his knowledge incredibly fast and through a biased source at that. As well as managed to devise a way to use a chunk of planet as a projectile, and is able to control multiple bodies at once. That's not a small feat when you consider what just exactly a mind has to do to accomplish that. Ultron is nothing short of impressive. Also considering what Ultron has to do to even make his bodies work in the first place considering that the Iron Legion (both of them) act on what are essentially pre-set conditions. Tony Stark merely has a more advanced model of what we have today, but even still Ultron's are almost autonomous and may be otherwise should he not be directly leading them.
