Just rereading the Secret Six and I don't remember the two sisters crossing paths. I'm not even sure if Scandal still exists.

Unless the two have the same mother (unsure, as I don't know if Talia's mother has EVER been mentioned), they are NOT related. The two have things in common, like maniacal fathers that are immortal (in their own ways). But are NOT sisters.

Talia's mother was shown in Batman Inc Vol. 2 #2.
But, Scandal is Vandal Savage's daughter. Talia is Ra's Al Ghul's daughter. She has a half-sister, Nyssa Al Ghul.

Scandal Savage and Talia Al Ghul crossed paths and fought in the Villains United mini-series, which was the debut of the Secret Six in fact.
