    Harley, as she exists now, is really tarted-up Deadpool with boobies.

    Oh man, DC has so desperately tried to push that character at every given occasion for the last few years. (as they are doing with Damian)

    Marvel doesn't need to give any answer to that character. She can be fun, yes, but she can also become boring very fast.

    Plus, it's not like if Marvel was short in crazies, weirdos and nutjobs of all kind.

    She-Hulk used to be the answer to Harley. Especially under Byrne.

    Kingpin took advantage of her insanity. But I don't think that it's her origin that makes her like Harley. She just fits the bill for the insane painted face villainous.

    Owl = Penguin
    Mister Fear = Scarecrow

    I could make a case for her being the Two-Face analogue. But Bushwhacker could also fill that role. Bullseye, thematically, is daredevil's version of the Joker. He has an obsession with daredevil and chaos.

    I'd say the Marvel version of Penguin is Kingpin. They both fill that role of street-level mastermind who rules both organized crime and cocktail parties.

    More like penguin gradually turned into Fisk. He didn't start out with a public image. He was just a crook with trick umbrellas.
