Exactly, in Justice League and not in his own ongoing where any of the setups would get addressed.
That ONE origin story was a lot of setup for plot and character development that has never gone anywhere in 6 years.
Had we for instance seen a SECOND story about Billy it would probably start to put some perspective on where Johns intended to go.
Hopefully we'll get that now.
Someone who's positive and friendly (not stoic or rough with a heart of stone), cheerful, kind, considerate, doesn't kill, etc.
The closest person I see as a boy scout is Ms.Marvel. She's closer to pre-52 billy than current billy to be honest, though she doesn't possess as harsh of a back history.
I like that Ordway established C.C. Batson (Billy's father) was what Captain Marvel looked like. There was always this running debate in comics if Cap was a grown-up Billy or something else. I fall on the side of something else. They are similar but not the same. Otherwise, if Billy keeps getting older, then he and Cap should look exactly alike.
Not only physically, but mentally, Cap should be different. Yes Billy is in the driver's seat--but I always imagine that the six elders are also there in his mind. Sort of like Firestorm--it's not just Ronnie, it's also Stein. So it's not just Billy, it's also Solomon, Hercules, Atlas, Zeus, Achilles and Mercury influencing what the Big Red Cheese does and says.
It certainly is interesting (and makes more sense given the Power of Shazam version of the Batsons' deaths), but it is kind of weird having a brother and sister looking like their parents. And with regard to Billy's persona, I've always seen it kind of like you've said. Not really all of the other entities with them, but their qualities becoming part of Billy. It's still Billy. Only wiser, stronger, more unyielding, more powerful, more courageous, and quicker.
Good Marvel characters- Bring Them Back!!!

Annataz syas: Mazahs, Niatpac Levram!
For a second there I thought Billy and Z were cross-dressing with each other.
