The question i ask my self is if that was even Jean. The rest of the team ignore her after she said Rachel was okay.

It was definitely Jean, hence Rachel's "mom" comment. Also, read my last post right before yours where I show scans of Jean being fooled by Nova in X-Men Red.

Not to mention Jean talked to the senator in the scans below for a long time and didn't notice anything wrong with her mind until her head was about to explode:

I havent read red so i didn't know this. Jean is really de power. Guess with out the pf she is no match for Emma or Cassandra

Nowhere is it stated that Jean just coming back from the dead has any bearing on her power. Besides, Jean has always been a joke compared to Cassandra Nova. In New X-Men, Nova effortlessly out-telepaths Jean when Jean attempts an attack on her mind:
