It might be interesting to have this be one of the multiverses. A "legacy" universe where the Eradicator replaced Superman after his death and Azrael is Batman's permanent replacement. This might make more sense than that Earth 16 with the teenagers.

Earth-Me eXtreme Justice

Premise: a hybrid of extreme 90's replacement characters, and Morrison Earth-16 / "Earth-Me" shallow 90's gen character tribute.
Make sure everyone has extreme armor, extra blades, face and eye gear, pouches, straps, giant shoulder-pads, guns, mullets, ponytails.
All their predecessors got eXtreme deaths, crippled, turned insane, character assassinations, etc. while the "new" heroes take over they pull the I have to live up to the legacy card, while simultaneously sh*ting all over the past.
They are all power-hyped-insane, with extreme-roided-up-broken back poses, giant guns, killing, crippling, shot full of holes, burnt alive, blown or hacked to bits, fridged, anything for pure shock!
Yet shoot up with extreme-regenerative powers, so they can always come back!; From a severed limb, a crawling skeleton, drop of blood, or a single teardrop.
Since you could never fully kill them, it's always the grim, dark, bloodiest book imaginable, you can do it over and over again in every bloody issue! LOL!
And cause they can't die, they are leading meaningless, shallow, self-absorbed lives, and become the media whores concept that Morrison used for his Earth-16 90's tribute.

I would make the 90s legacy heroes a team. Most of them are my favorites and they are currently not getting any love from DC. This would be my dream team. It could be called Justice League Task Force. Or some other very 90s sounding name. Lol.

Thats weird...A year or two ago I came up with a similar idea with a team called Justice Alliance of America but the heroes were characters I made up using tropes from the Bronze/Dark Age (80s/90s) and 80s/90s culture
