Hm. I disagree with Squirrel Girl being 'street level' by simply disregarding parts of her canon history... :P
But anyhoo, since this thread is resurrected and I love making teams, I'll give it a try.
1. Elseworld's Finest Batgirl (she was *the* Bat-hero of Gotham and had a full Oracle system as well) [DCU Elseworlds]
2. Pinkie Pie (she is a toonforcer, but not very violent and likely couldn't land a hit on Spidey) [My Little Pony: Friendship is Magic]
3. Willow Rosenberg (pre-ending of season 6 as one of her moves from the finale could likely kill Spidey) [Buffy the Vampire Slayer]

2. John Constantine (DC): can outwit damn near anybody, and can punch above his weight dealing with the supernatural.
3. Mavra Chang (Well World): the best human thief.
4. Elliot Alderson (Mr. Robot): team hacker.
5. Judge Anderson (Judge Dredd movie): telepathy and solid combat experience.
6. Fixer (Marvel): He was super-MacGyver long before there was a MacGyver.
7. Magnus, Robot Fighter (Key): Doom is the master of robotics, so Magnus could save the day.
8. Mr. Miracle (DC): Scott can break out of anything, and break into anything. If the team gets caught, Mr. Miracle can get them out.

My revised team:
1. Diviner (Justice Machine): She is blind but compensates with a high-tech sensory array built into her costume and cape, which should be great for trap detection in Doom's castle.
2. Willow Rosenberg (Buffy): Great combination of hacker and witch.
3. Mavra Chang (Well World): the best human thief.
4. Miho (Sin City): assassin on rollerskates.
5. Judge Anderson (Judge Dredd movie): telepathy and solid combat experience.
6. Emily the Strange: MacGyver-like genius, only smarter.
7. Willow (Dreadstar): telepath who is particularly strong at infiltrating and controlling robots. Doom has many robots.
8. Saffron/Yolanda/Bridgit (Firefly): a talented social rogue with Companion training.

I'm assuming you mean Chang in either her first book or the end of the last (Markovian Chang), as those are the two where she's actually in human form?*
* I mean, as a Markovian Chang is still essentially 'human' unless she actually wanders into the Central system of the Well World; she just has the added benefit of being effectively unkillable** by anything that can't 'outpower' a universe-level reality warping computer.
** 'Unkillable', not 'unstoppable', so she's very much still 'street level' unless Chaulker's second series loaded her up with powers.
