But they didn't genrally serve as end-runs around the legislature to fund projects the president wants. Context matters.

Its as I posted a page back when I dismantled the whole silly deal of Trump supporters posting about the 50-60 National Emergencies since Carter declared. A number of them have handled foreign sanctions and other international issues.

It seems that the newspaper this guy writes for is near death basically that he owns. The paper from this article in 2015 only has 3,000 subscribers left and is barely hanging on. So he's basically deciding to destroy the paper fully it seems.
