The easiest way to answer this is; why would they attack themselves?
The bombs headed towards vocal Democrats and opposition to Trump. So people wanting to get to Trump send bombs to their own front door? Alright, well who benefits from a false flag like this? It's certainly not Republicans or the Trump faithful, which one of them almost got a bomb? None.
And while it's very likely to be politically motivated, their is still the chance it can be someone who just drew names and chose victims that way.

Perhaps, and this is due to the FBI actually detonating one of them, but maybe the maker of the bombs is an idiot who failed to understand the properties of detonation and thought "Gunpowder and glass... good enough!".
Like, the element of combustion requires a favorable ratio of ignition and oxygen, and just cramming gunpowder in something won't make it go boom the way you intended.

Oh, they can usually answer those questions. Conspiracy theorists are always ready with 1,000 reasons why the people they say are behind something would want to do it. What they rarely have is any actual evidence of the conspiracy. That's because conspiracies are really hard to pull off. Even people who consider starting one look at what it would take to do it and at some point probably say, "This just isn't worth it."
Conspiracy theories = long on motive, short on evidence
That's all well and good, but the Republicans hold a slim majority in Congress and have clearly shown they're all too willing to bend over backwards and give Trump whatever he wants. And, if that includes sending active duty U.S. troops to the southern border, I'm sure the craven cowards in Congress will find some way around the Constitution to satisfy the Orange Menace.
