Washington state Rep. Matt Shea acknowledged Wednesday he had distributed a four-page manifesto titled “Biblical Basis for War,” which describes the Christian God as a “warrior,” details the composition and strategies of a “Holy Army” and condemns abortion and same-sex marriage.
The document is organized in 14 sections with multiple tiers of bullet points and a smattering of biblical citations. Under one heading, “Rules of War,” it makes a chilling prescription for enemies who flout “biblical law.”
After the document was leaked online Tuesday, the Spokane Valley Republican insisted he was not promoting violence and that the message had been taken out of context.
“First of all, it was a summary of a series of sermons on biblical war in the Old Testament as part of a larger discussion on the history of warfare,” Shea said in a Facebook Live video on Wednesday. “This document, in and of itself, was not a secret. I’ve actually talked about portions of this document publicly.”
In the video, Shea also complains about a recently published Rolling Stone profile that characterizes him as an extremist, he argues that the United States is “a Christian nation” and he asserts that his detractors are part of a so-called “counter state” made up of “Marxists” and “Islamists.” He dismisses criticism as nothing more than “smears and slander and innuendo and implication.”
He also delves into the philosophy known as “just war theory,” which has been endorsed by many mainstream Christians.

Women in North Korea are routinely subjected to sexual violence by government officials, prison guards, interrogators, police, prosecutors, and soldiers, according to a new report, with groping and unwanted advances a part of daily life for women working in the country’s burgeoning black markets.
The widespread nature of abuse by North Korea officials was documented in a new report by Human Rights Watch that interviewed 54 people who fled North Korea since 2011, the year Kim Jong-un came to power. It took more than two years to amass the stories collected in the report, with subjects interviewed in countries across Asia.Men in power operate with impunity and “when a guard or police officer ‘picks’ a woman, she has no choice but to comply with any demands he makes, whether for sex, money, or other favours”, the report said.
Human rights abuses in North Korea have been extensively documented and the United Nations estimates between 80,000 and 120,000 political prisoners are detained in four large political prison camps in North Korea.
A landmark UN report detailed cases of “extermination, murder, enslavement, torture, imprisonment, rape, forced abortions and other sexual violence, persecution on political, religious, racial and gender grounds, the forcible transfer of populations, the enforced disappearance of persons and the inhumane act of knowingly causing prolonged starvation”.Oh Jung-hee, a trader interviewed by Human Rights Watch, described the prevalence of abuse where market guards and police “considered us [sex] toys”.
“It happens so often nobody thinks it is a big deal,” she said. “We don’t even realise when we are upset. But we are human, and we feel it. So sometimes, out of nowhere, you cry at night and don’t know why.”
Many women expressed a sense that the abuse they endured was so normalised almost no one thought to file a complaint against the perpetrators. Only one woman reported her case to the police, with others saying the police would not have acted.

Spokane Valley representative under scrutiny for leaked manifesto
SPOKANE VALLEY, Wash. -
Just one week until the Midterm election and a Spokane Valley representative up for reelection finds himself under federal scrutiny after a manifesto distributed by him was leaked to the public.
The four-page document, titled "Biblical Basis for War" was originally reported by the Spokesman-Review. It's a radical Christian call to arms, outlining 14 steps for seizing power and what to do afterward in explicit detail. It calls for an end to abortions, an end to same-sex marriage, and if enemies do not yield and everyone obey biblical law, all males will be killed.
We reached out to Shea multiple times to ask him about this manifesto, contacting him on Facebook, calling his legislative offices in both Olympia and Spokane Valley, as well as his Spokane Valley law firm.
He has not returned our calls, but his legislative aid did say our message was being passed along to Rep. Shea. He did however post a video on Facebook earlier this month. In it, Shea admits to distributing the document, but calls it a summary of a series of sermons in the Old Testament, or "just war theory" philosophy.
