Arsenal's new team should be ?

Right off the bat (no pun intended) I was a big fan of the Outsiders team that had Roy Harper as leader & as much as I like him in Green Arrow IMHO, Arsenal needs a team of his own since he's not joining the Titans anytime soon but I have no idea what to call it but I have a roster in mind with Roy as the leader. So I am curious on what people's ideas are so lets have some fun.

I would like to see him in the Terrific's if that book ever comes back.

It would put him in a different setting and he would actually bring some thing to the table that the other members, so far, doesn't have.

Connor and Roy could be the Arrow family reps and could recruit other legacies to represent the old guard.

The reason Arsenal didn't join the new Titans group was because he was MIA thanks to Amanda Waller. Now that he's been found & released from her services, he may just join up with the Titans again.

I'd be all in for a second Titans book with a good creative team and making use of characters not in the main team -- Guardian, Bumblebee, Hawk & Dove, Lilith, etc. Maybe just as a mini-series initially.

Infinity Inc. seems to be a dead concept, sadly.

I would love to see him lead a team comprised of former Titans and Infinity Inc. members. I know it's cliche, but they could be a secret ops team that handles crisis in the shadows. On the team could be:
Hawk and Dove
Jade
Obsidian
a resurrected Danny Chase using the Phantasm identity - or Omen
Power Girl (Tanya Spears)
Jesse Quick

I really dig the idea of him leading a new Seven Soldiers. And it could be made of up existing/updated SSOV members, ex-Titans, ex-Infinitors, or just some random characters who fit whatever the mission statement of the team might be.
