The recent losses the Justice League has suffered seem fair given how often DC loves jobbing or killing of c-listers to up the stakes.
I'd prefer the JSA (the whole Golden Age) included with the Fawcett & Wildstorm on an alternate Earth together just to see the Seven Soldiers team Wildcats meet the original Seven Soldiers team but if they did that people might read them more & want more comics from that earth hence DC couldn't over saturate with Bat & Super characters.

Has there ever been a period where the reincarnation themed Hawkman coexisted with the military themed Thanagarian version?
Thanks! I will comb the internet to see if I can locate books from around that time. I was curious to see how they differed and in what ways they were similar. I think I know of the Post Zero Hour version as that one joined the Justice League the Wonder Woman's tenure as leader. I think he had actual bird eyes and his wings were real wings that manifested at will, right?
One other thing about the two Hawkmen of that time is the MAJOR confusion that resulted when DC decided to make the Tim Truman / Hawkworld version of Katar Hol (introduced in 1989) the current/ONLY version of Katar Hol and have his introduction to DC take place in the then current/present time, ignoring the fact that the Silver Age+ version of Katar Hol had still been appearing in new stories/series after CoIE ended in 1986.
So DC kept trying to retcon any pre-Hawkworld Katar Hol stories into stories that instead featured the Golden Age Carter Hall/Khufu. Then they had to explain how Golden Age Carter Hall/Khufu had access to all that Thanagarian technology like that used when the JLA built their satellite headquarters, etc.
Every hole they tried to plug seemed to result in two more holes, which led to this:
